TIME LINE - which one is the only one? 
JULY 17th, 2006:
Town Hall issues a press release stating their "Update on Town's RFP for lease of space on Tivnan Drive: The Town is now in negotiations with a company (Bay State Recovery, LLC of East Providence, Rhode Island) to develop a commercial and municipal transfer station on Tivnan Dr . . ."   
At the time of the press release, Bay State Recovery had only been in business 19 days, as stated by the Sec of State business registration, with a date of June 28th, 2006. 

November 2006:
Bay Colony Recovery LLC forms, located at 373 Atlantic Ave, Cohasset MA. Bay Colony Recovery is the company that is eventually put on the May 2007 town warrant to enter in a 40 year lease on Tivnan Dr. However, on May 18th, 2007, the town administrator stated in an email that "Bay Colony Recovery were the only respondents to our RFP."  

QUESTION: If Bay Colony Recovery (Matt Mulvey Cohasset) were the only company to send in an RFP, then why was there an earlier press release by town hall that they are in negotiations with a different company - Bay State Recovery of East Providence, RI?  Why would a RI company call themselves Bay State anything when they are located in the Ocean State, and that they have such a similar name to Matt Mulvey's Bay Colony Recovery in Cohasset? 

MAIN STORY
Town Administrator calls the proposed 45,000 Sq Ft solid waste center a "win, win, win" for West Boylston, as stated by the WB Banner on August 30th, 2007. The Banner also reports that town officials are planning a tour of a similar sized center in New Bedford. Let's compare West Boylston to New Bedford:
The New Bedford site, New Bedford Waste Services, states on their website that their facility is 48,000 sqaure feet - one of the largest enclosed facilities in the entire country! The New Bedford site is permitted to handle up to 1,500 tons (3,000,000) pounds of waste per day. How many trucks is that? 
Obviously, if West Boylston builds a similar size solid waste facility, we will have one of the largest centers in the entire country - right next to the youth ball fields they promise they are going to build. Is that what you want your children playing next to, truck after truck of solide waste? 

Matt Mulvey, former building inspector of West Boylston, by the document below, lives in Cohasset, as he ran for state office with the district being the South Shore (Cohasset, Norwell, Hingham, etc.). There is no evidence that he, as candidate, wanted to put this solid waste facility in his district to create jobs - as he says is a tremendous benefit to WB residents. New Bedford currently has 12.2% 40B subsidized housing (as of August 13th, 2007), and is one of the 6 poorest communities in the state - half the median income of West Boylston. New Bedford is also one of the least educated communities in the state. Why would any West Boylston resident want to work at the proposed WB site - who are they (Matt Mulvey) going to get to work there?

Mr. Mulvey said there are no "plans" for asbestos to be taken in. Chairman of Selectman, Kevin McCormick, has recently been fined for illegally removing asbestos from his property on WB St, as he has also been given special waivers for his renovations.

Matt Mulvey also owns a second business, Massachusetts Construction Supervisors Association LLC, located at 90 Pleasant St in Randolph MA. This is also the address of 'Spring of Water Christian Assembly'.
"Spring of Water" has a date of organization of October 24th, 2001. Matt Mulvey - October 21st, 2005.

Wayland: Matt Mulvey was building inspector in Wayland - the same town as Mr. Michael Staiti lives in. Mr. Staiti is a business partner of 40B developer Mr. Andrew Beardsley.

Cohasset: Bay Colony Recovery, Mulvey's business, is located at 373 Atlantic Ave, Cohasset.
Coincidentally, a relative of Andy Beardsley lives in Cohasset, just a mile or so down the ocean view road on Jerusalem Rd. Also, The Jancaterinos' (formerly 1000 Goodale St) lives in between the Beardsley family member and Mulvey's business in Cohasset, and Jancaterino/Celia Hartigan (Board of Health member) real estate deal (story and opublic documents on Jancaterino's tax credits to come soon)

It is illegal to use "Inc." when you are not incorporated. That didn't stop HUB Survey Associates, "Inc." from helping out his friends - "Lucky" Joey Evangelista, Michael "Deep Pockets" Teague, and Jimmy Flagg. 

Click the items below to see who he has worked with during the time he was not incorporated (August 31, 1998 - May 12, 2005), but used "Inc." on official documents anyway. 

Question: Why doesn't he list his phone number at the address below (found on a business listing website)? Is it because 32 West Boylston St is actually the dentist's office (corner of Franklin St). For that matter, why doesn't the dentist's office list their number in the town phone book? Strange.
